KACTS is the Federally mandated Metropolitan Planning Organization (MPO) for the Maine portion of the Portsmouth and Dover-Rochester urbanized areas. Founded in 1982, KACTS employs a continuous, comprehensive, and collaborative transportation planning and funding dialogue with its local, state and federal partner organizations. This collaboration also includes the public transportation providers and transportation interest groups. The KACTS planning process involves consideration of all modes of transportation: automotive road networks, public transportation, passenger and freight rail, and bicycle and pedestrian accommodations. The KACTS Policy Committee is responsible for programming all of the Federal transportation funding within the MPO area.
